If different teams are already testing agents, connecting business data and buying AI subscriptions, the risk is not future adoption. It is that AI is already operating without clear ownership, spending limits or safeguards.

AI agent governance simply means deciding what an agent may access, what it may do, who is accountable and when a person must approve its actions. The goal is not another slow approval committee. It is a repeatable path that lets low-risk ideas move quickly while placing stronger controls around agents that affect customers, money, employees or sensitive information.

Why AI agents need different controls

A standard AI assistant usually responds to a question. An AI agent can go further by retrieving company information, choosing a sequence of steps and using connected tools to complete a task.

The technology normally combines a large language model, which is software trained to understand and generate text, with instructions, company data and connections to systems such as Microsoft 365, customer databases or finance applications.

AI agent = model + instructions + business data + tools + identity + logs

The software layer connecting these components is sometimes called an agent harness. Because it gives the agent access to data and tools, Australian cyber guidance recommends controls such as limited permissions, monitoring and human oversight.

For example, an agent drafting a meeting summary has limited impact. An agent that can update payroll records, issue customer refunds or send external emails could cause financial and reputational damage in seconds.

Governance therefore needs to follow the risk of the action, not how impressive the demonstration looks.

Before day one define the outcome

Do not begin by writing a 40-page AI policy. Start by agreeing on what must be true after 90 days.

Every active AI agent has a named business owner.

The organisation knows what data and systems each agent can access.

High-impact actions require human approval.

Security, privacy, performance and spending are monitored.

Staff have a clear process for proposing new uses.

Management receives a short, useful AI risk report.

Create a small working group with representatives from technology, security, privacy or legal, finance and one or two business teams. One executive should be accountable for the overall program, but each agent also needs an owner from the department receiving the benefit.

This builds on the broader approach in our 90-day governance plan for CIOs. The steps below focus on turning that direction into an operating routine that teams can actually follow.

Days 1 to 30 discover and contain

Build an AI agent register

You cannot govern what you cannot see. Ask department leaders which AI tools, agents, pilots and automated workflows their teams are using or planning.

For each one, record its purpose, owner, vendor, users, connected systems, data types, expected benefit and monthly cost. Include free trials and employee-created experiments because these often become unofficial business processes.

Sort agents into three risk levels

Low risk: Drafting internal content using non-sensitive information.

Medium risk: Accessing internal documents or preparing recommendations used by employees.

High risk: Handling personal information, making decisions about people, communicating externally or taking financial and operational actions.

Low-risk agents may need a simple owner and usage rules. High-risk agents should require security testing, privacy review, documented human approval and executive sign-off.

Apply immediate safeguards

Require company-managed accounts, multi-factor authentication and individual user identities. Remove shared credentials and give each agent only the minimum access needed for its job.

Set initial spending limits and turn on available activity logs. Sensitive or personal information should not be entered into public AI tools unless the organisation has assessed the product, its contract and how the information will be handled. This reflects current Australian privacy guidance for commercially available AI products.

Business outcome after 30 days: Leaders can see where AI is being used, where the largest risks sit and where spending is starting to spread.

Days 31 to 60 create a safe path to production

Introduce a short approval form

Keep the form to one or two pages. Ask what problem the agent solves, what information it uses, which actions it can take, what happens if it is wrong and how the business will measure success.

This prevents teams from spending months building an agent that saves little time or duplicates a feature already included in Microsoft 365, Azure or another existing platform.

Set non-negotiable release checks

Access is limited to the correct users and information.

Personal and sensitive data handling has been reviewed.

Common errors and harmful instructions have been tested.

A person approves high-impact actions.

Logs show what the agent accessed and changed.

There is a way to stop the agent quickly.

Usage and cost limits are configured.

Our production-ready AI agent checklist provides a deeper review of permissions, testing, resilience, monitoring and costs before an agent goes live.

These controls also support the Australian Government’s current safe AI direction, which emphasises accountability, risk management, secure data, testing, human control and record keeping. Existing privacy, consumer, employment and anti-discrimination obligations can still apply when AI is involved.

Business outcome after 60 days: Useful projects have a faster route to approval, while risky projects receive scrutiny before they affect customers or employees.

Days 61 to 90 make governance routine

Monitor behaviour rather than paperwork

A signed approval form does not prove that an agent remains safe. Monitor failed actions, unusual data access, unexpected output, external communications, user complaints and rapid increases in usage.

Tools such as Microsoft Defender and Wiz can help identify security weaknesses and unusual cloud activity. They do not replace human accountability, but they give teams evidence instead of relying on assumptions.

Create an AI incident process

Staff should know where to report an incorrect decision, privacy concern, unexpected action or suspicious output. The response plan should identify who can disable the agent, remove its permissions, preserve logs and notify affected stakeholders.

AI should also be included in your broader cyber program. The Essential Eight, the Australian Government’s practical cybersecurity framework, still provides important foundations such as multi-factor authentication, restricted administrative access, patching and backups. AI governance builds on these controls rather than replacing them.

Report business value and risk together

Give executives a one-page monthly dashboard showing active agents, risk levels, incidents, costs, time saved and projects awaiting approval. Avoid reporting the number of prompts or experiments unless they connect to a useful result.

Measure outcomes such as faster customer response, fewer manual processing hours, lower outsourcing costs or reduced error rates. If an agent cannot demonstrate value after an agreed trial period, pause it.

Business outcome after 90 days: AI becomes a managed business capability with visible costs, measurable value and clear accountability.

What this looks like in practice

Consider a 180-person professional services firm using one agent to prepare client summaries and another to draft responses from internal documents. Both appear low risk until the review finds that the second agent can search confidential HR and commercial folders.

Instead of cancelling the project, the company separates the document libraries, restricts the agent to approved client material and requires an employee to review every external response. Finance also sets a monthly usage threshold and receives an alert before costs exceed it.

The business keeps the productivity benefit while reducing the chance of confidential information reaching the wrong customer. That is effective governance: not saying no, but making the safe path obvious.

A simple 90-day scorecard

Percentage of agents with named owners.

Percentage with documented data and system access.

Number of high-risk actions protected by human approval.

AI spending against budget.

Hours saved or processing time reduced.

Incidents, complaints and unexpected actions.

Agents paused or retired because they delivered insufficient value.

If you need a broader governance model around these measures, see how to build an AI governance framework without slowing innovation.

Start small but start now

You do not need perfect policies before improving control. In 90 days, most mid-market organisations can create an inventory, classify risk, protect sensitive access, standardise approvals and begin measuring value.

CloudPro Inc brings more than 20 years of enterprise IT experience to this work.
