A business moves a large file-based workload into Azure NetApp Files for reliable performance, but its storage bill keeps growing even though much of the information is rarely opened. Completed projects, historical reports, old media, engineering files and application snapshots are all sitting on premium storage long after they need premium performance.

What Azure NetApp Files Cool Access does

Azure NetApp Files is Microsoft’s managed enterprise file storage service. It gives demanding applications fast access to shared files without requiring your IT team to operate physical storage hardware.

Cool Access adds a lower-cost storage layer behind an Azure NetApp Files volume. The active information stays on the high-performance “hot” tier, while inactive data blocks can move automatically to a less expensive “cool” tier.

The important point is that the files do not disappear from the application’s view. The folder structure, file names, permissions and storage connection remain in place. When someone or an application needs cooler data again, Azure retrieves it automatically.

This is why Cool Access can reduce costs without an application rewrite. The application continues using the same Azure NetApp Files volume rather than being modified to search a separate archive or storage account.

How the technology works behind the scenes

Cool Access monitors activity at the data-block level. A block is a small section of a file, which means Azure does not necessarily have to move an entire large file simply because part of it has become inactive.

You define a coolness period between 2 and 183 days, with 31 days used as the default. When a data block has not been accessed for that period, Azure can mark it as cold and move it to lower-cost Azure storage. The background transfer may take up to 48 hours to begin after the block becomes eligible.

Metadata remains on the hot tier. Metadata is the information describing a file, such as its name, location and permissions. Keeping it readily available helps users and applications continue browsing the file system normally.

Cool Access is available with Flexible, Standard, Premium and Ultra Azure NetApp Files service levels. It can use an Auto policy, which covers the active file system and snapshots, or a SnapshotOnly policy, which keeps active files hot while tiering eligible snapshot data.

Where the cost reduction comes from

Azure NetApp Files is largely priced according to the capacity and performance you provision, not simply the amount of data employees opened this month. That makes inactive information expensive when it remains on storage designed for consistently demanding workloads.

Cool Access changes the cost mix. Instead of paying the hot-tier rate for every data block, the business pays a lower storage rate for the portion that has cooled. There can also be charges associated with moving and retrieving data, so the saving depends on how stable the inactive data really is.

This builds on the broader principles covered in our guide to reducing Azure storage costs without losing important data. The difference here is that Cool Access is specifically designed for applications already using Azure NetApp Files and needing one consistent file system.

A practical business scenario

Consider a 200-person engineering company with a 40 TiB Azure NetApp Files volume. Current projects require fast access, but analysis shows that 28 TiB belongs to completed jobs that are opened only when a customer asks for an old design or audit record.

Moving those files manually would create risk. Applications may contain fixed file paths, employees may lose track of archived folders, and permissions could change during migration. Leaving everything untouched avoids disruption but keeps the storage bill unnecessarily high.

With Cool Access, the company could set a suitable inactivity period and allow eligible blocks to move automatically. Current project data would remain hot, while much of the historical information would use lower-cost storage and still appear in its original location.

The exact dollar saving would need to be modelled against the Azure region, service level, retrieval activity and expected data growth. However, the business outcome is clear: less high-performance capacity is consumed by information that rarely needs high performance.

What can go wrong if the settings are too aggressive

Frequently reopened data may cost more to move

A very short coolness period can cause data to move down and then return repeatedly. This “churn” creates avoidable transfer activity and may reduce the expected saving.

Do not choose seven days simply because it produces an attractive estimate. Review actual access patterns over several months and account for month-end reporting, quarterly processing and annual audit activity.

Cool retrieval can introduce delay

Data retrieved from the cool tier can take longer to read than data already on the hot tier. Microsoft does not guarantee a maximum retrieval latency, so workloads that require consistently low response times need careful testing.

The default retrieval behaviour is designed to treat random reads differently from large sequential scans. Randomly accessed blocks can return to the hot tier, while sequential activities such as antivirus scans can read cooler data without automatically warming everything.

Scanning tools can distort the access pattern

Backup agents, security scanners, indexing services and reporting tools may touch files that employees never actively use. If these tools make data appear busy, less information may become eligible for cooling.

The retrieval policy and scan configuration should therefore be reviewed together. Otherwise, a routine security scan could undermine the cost model or generate unnecessary retrieval activity.

Disabling the feature does not immediately bring everything back

Turning off Cool Access stops future tiering, but blocks already in the cool tier do not automatically move back in bulk. They generally return when they are accessed according to the configured retrieval behaviour.

This is one reason Cool Access should be introduced through controlled change management rather than treated as a billing switch that can be reversed instantly.

A safer five-step implementation plan

Measure before changing anything. Review volume size, growth, access frequency, snapshots, throughput and latency. Azure NetApp Files metrics can show how much data is cooling and how much is moving between tiers.

Separate workloads by business need. Do not apply one policy to every volume. A document archive, SAP workload, media library and active engineering dataset can have very different performance requirements.

Model the full cost. Include hot capacity, cool capacity, data movement, retrieval patterns, snapshots and expected growth. Also compare Cool Access with right-sizing and service-level changes, as discussed in our guide to reducing Azure infrastructure costs without hurting performance.

Pilot a low-risk volume. Start with a workload containing clearly inactive data. Test normal access, batch jobs, security scans, recovery procedures and the user experience when older files are reopened.

Monitor business outcomes. Track the percentage of data in the cool tier, retrieval volume, application response times and monthly cost. Adjust the coolness period if data is moving too often or savings are lower than expected.

Performance planning has recently improved

A September 2026 Azure NetApp Files improvement changed how throughput is calculated for Premium and Ultra capacity pools using Cool Access. Rather than applying a simple fixed reduction, Azure can align throughput more closely with the amount of data that has actually moved to cool storage.

That is helpful, but it does not remove the need for testing. Application performance depends on the mix of hot and cool data, whether reads are random or sequential, and how much information must be retrieved during peak periods.

Network configuration also matters. If your environment still uses older settings, review our Azure NetApp Files network features upgrade checklist before combining cost and infrastructure changes.

Cool Access is not a backup or compliance policy

Tiering data to a lower-cost layer does not replace backup, disaster recovery or retention controls. It changes where active storage blocks are held; it does not decide whether information is legally required, recoverable after deletion or protected from ransomware.

For Australian organisations, the Essential Eight—the Australian government’s cybersecurity framework—does not prescribe Azure NetApp Files tiering settings. However, any storage change should preserve access controls, monitoring, backups and tested recovery procedures.

Is Cool Access right for your organisation?

Cool Access is a strong option when a large portion of an Azure NetApp Files volume is rarely used but must remain online. It is less suitable when most data is opened frequently, response times must always be predictable, or scanning tools constantly read the full dataset.

The best result comes from combining workload discovery, cost modelling and a controlled pilot. As a Microsoft Partner with more than 20 years of enterprise IT experience, CloudProInc helps organisations assess Azure storage in practical business terms rather than simply enabling another feature.

If you are not sure how much of your Azure NetApp Files environment is genuinely inactive—or whether your current storage design is costing more than it should—our Melbourne-based team is happy to take a look, with no strings attached.

Reduce Azure NetApp Files costs by moving inactive data to lower-cost storage while keeping files online and avoiding expensive application rewrites.

"_jetpack_memberships_contains_paywalled_content":false
_jetpack_memberships_contains_paid_content":false
[16,13,124

post-59517","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-microsoft-azure","category-blog","category-cloud-cost-finops
https://www.cloudproinc.com.au/index.php/2026/10/25/azure-red-hat-openshift-and-netapp-sdk-updates-for-platform-teams/
OpenShift and NetApp updates can reduce platform overhead, but rushed upgrades create automation and storage risk.
