Microsoft is offering to manage more of the operating layer that turns an AI model from a chatbot into an agent\u2014an AI assistant that can follow several steps, use approved tools, work with files and take actions in business systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That could reduce the time and specialist effort required to build capable agents. It does not, however, remove the need for security design, financial controls or human accountability.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What the Copilot harness actually does<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An AI model such as an OpenAI model provides the reasoning capability. The harness sits around that model and controls how it receives instructions, remembers context, selects tools, handles files and moves through a task.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A useful way to think about it is that the model is the brain, while the harness is the operating system and set of guardrails around it. Microsoft Foundry Agent Service provides the managed environment in which these components run.<\/p>\n\n\n\n<pre class=\"wp-block-code\"><code>Business request\n\u2192 Agent creates a plan\n\u2192 Approved information is retrieved\n\u2192 Approved tools are called\n\u2192 Sensitive actions pause for human approval\n\u2192 The result and activity are logged<\/code><\/pre>\n\n\n\n<p class=\"wp-block-paragraph\">The Microsoft Copilot harness is an optional managed runtime for Foundry prompt agents. A prompt agent is an AI assistant configured using instructions, a model and approved tools, without the organisation having to build and operate all the coordination software itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not the Microsoft 365 Copilot licence employees use in Word, Outlook or Teams. It is technology for organisations building their own agents in Microsoft Foundry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Our earlier overview of the Copilot harness in Foundry covers the initial governance, testing and budgeting questions. The next issue is what the technology does to the mid-market business case.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">It lowers engineering effort but not business responsibility<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Many mid-market AI projects fail because the demonstration is easy, but the operating environment is not. Getting an agent to produce a good answer takes days. Connecting it safely to finance, HR, customer or operational systems can take months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Copilot harness may reduce some of that hidden engineering work. Microsoft operates the runtime that coordinates supported multi-step workflows, tool use, skills, commands and file handling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For a 50\u2013500 employee organisation, this could mean less custom software to maintain and fewer separate components to secure. Internal teams can spend more time on whether the process is worth automating and less time assembling basic infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The business outcome should be a lower cost to reach a controlled pilot. It should not be interpreted as permission to skip process mapping, security review or staff training.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The value comes from completing work rather than answering questions<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A general AI chatbot can draft an email or summarise a policy. An agent becomes more valuable when it can collect information, check rules, use an approved system and return a completed result.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider a 180-person professional services company processing employee onboarding across HR, Microsoft 365, device management and its service desk. The current process involves copying information between systems, chasing approvals and checking multiple lists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A carefully limited agent could verify that the request is complete, prepare account and device tasks, identify missing approvals and produce a final checklist. Microsoft Intune, which manages and secures company devices, could remain behind an approval step rather than giving the agent unrestricted administrative access.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the company handles 15 starters and leavers each month and removes 30 minutes of manual coordination from each case, it recovers 7.5 hours monthly. The larger benefit may be fewer missed access removals when someone leaves\u2014a direct reduction in security risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same pattern can apply to invoice exceptions, service requests, customer onboarding and compliance evidence gathering. That means Microsoft does not recommend it for production workloads and does not provide the service commitment expected from a generally available product.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Australian government guidance released in September 2026 also placed particular emphasis on the harness. The Australian Signals Directorate highlighted that many of the largest risks come from what an agent can access and do, not simply which AI model it uses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This matters because an incorrect chatbot answer is inconvenient. An agent with excessive access could change a customer record, expose confidential information or trigger a business process incorrectly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CIOs should require separate agent identities, minimum necessary permissions, complete activity logging and human approval for high-impact actions. Microsoft Entra ID, which controls identities and access across Microsoft environments, can help establish who or what the agent is and what it may access.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Essential Eight\u2014the Australian government\u2019s baseline cybersecurity framework often used for compliance and contractual requirements\u2014still matters here. Controls around administrative access, multi-factor authentication, patching and recovery remain foundational, even though the Essential Eight is not a complete AI governance framework.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Managed does not mean free or automatically cheaper<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Microsoft manages the harness runtime, but organisations still pay for the AI models and connected services they consume. A multi-step agent may make several model calls, search files and invoke multiple tools to complete one request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This makes cost per completed task more useful than cost per AI response. A cheaper model that repeatedly retries a task may cost more than a stronger model that completes it correctly the first time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before approving wider use, measure completion rate, human correction time, average cost per task and the number of failed or unnecessary tool calls. These figures show whether the agent is genuinely removing work or merely creating a new review queue.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Choose managed convenience or greater control deliberately<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Copilot harness suits organisations that want Microsoft to operate the coordination layer for supported workflows. A hosted agent may be more appropriate when the organisation needs its own software framework, custom dependencies, specialised policies or deeper control over how the process runs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is an architecture and operating-model decision, not just a developer preference. Managed services can reduce maintenance, while custom environments can provide more control and flexibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CIOs evaluating the wider platform should also consider the questions in our Microsoft Foundry vendor evaluation guide. The decision should include portability, data location, security monitoring, internal skills and the long-term cost of changing direction.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A practical 90-day approach<\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Select one narrow process.<\/strong> Choose repetitive work with clear inputs, outputs and an identifiable owner.<\/li>\n<li><strong>Calculate the current cost.<\/strong> Record handling time, delays, errors and the cost of rework before introducing AI.<\/li>\n<li><strong>Start with read-only access.<\/strong> Let the agent gather information and prepare recommendations before allowing it to change records.<\/li>\n<li><strong>Add approval gates.<\/strong> Require a person to approve financial, identity, customer or security-sensitive actions.<\/li>\n<li><strong>Test hostile content.<\/strong> Check how the agent responds when an email, document or website contains instructions designed to manipulate it.<\/li>\n<li><strong>Set a production threshold.<\/strong> Do not expand the pilot until quality, cost, security and recovery targets are consistently met.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">If browser-based work is part of the use case, our Foundry browser automation article covers the additional risks created when an agent can interact with websites and applications like a person.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The CIO takeaway<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Microsoft Copilot harness could make capable business agents more accessible to mid-market organisations. Its strongest benefit is not better conversation; it is reducing the technical effort needed to create controlled, multi-step workflows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The trade-off is that permissions, connected tools and monitoring become board-level risk questions.
