The uncomfortable question is whether your team could still access and use those backups if attackers controlled your Azure administrators, security settings and production environment.

What cross-tenant restore means in plain English

A Microsoft Entra tenant is the security boundary containing your organisation’s user identities, administrator accounts and access rules. Most companies operate their Azure subscriptions and systems inside one tenant.

Cross-tenant restore allows Azure Backup data from that source tenant to be restored into a different target tenant. Instead of rebuilding a compromised server inside the same potentially unsafe environment, you can recover it into a clean environment controlled through separate identities and administrative permissions.

Microsoft introduced the capability in public preview in October 2026. It works by creating a secure mapping between a backup vault in the source tenant and another vault in the target tenant.

A backup vault is the protected Azure service that manages recovery points. These recovery points are usable copies of your systems or data from specific times, such as before a ransomware infection began.

Why a normal Azure backup may not be enough

Traditional recovery planning often focuses on a failed server, deleted database or damaged file. In those situations, the organisation’s Azure tenant is still trusted and administrators can sign in normally.

A serious cyber incident is different. Attackers may compromise administrator accounts, change access rules, disable security tools or block legitimate staff from signing in. Restoring into the same environment can expose the recovered system to the same attacker.

Cross-tenant restore creates another option. It does not replace immutable Azure backups that cannot be changed or deleted during their retention period. It adds a separate destination where selected recovery points can be used.

Four business benefits for mid-market organisations

1. A cleaner path out of a compromised environment

The main benefit is security separation. If your normal tenant is considered unsafe, critical workloads can be recovered somewhere that uses different administrator accounts and access controls.

This can reduce the chance of attackers immediately disrupting the restored systems. It also gives incident responders space to investigate the original tenant without holding up every recovery activity.

2. Less recovery infrastructure sitting idle

Many mid-market organisations cannot justify maintaining a complete second Azure environment that runs continuously. The cost of duplicate servers, databases and specialist management can be difficult to defend when budgets are tight.

Cross-tenant restore uses existing vaulted backup data rather than requiring a permanently active copy of every workload. You will still pay for the target resources created during recovery, but you may avoid operating an unnecessarily large standby environment year-round.

3. Stronger control over powerful recovery actions

The target vault must be protected by Azure Resource Guard, which adds an independent approval layer around sensitive backup operations. Microsoft calls this multi-user authorisation, meaning one compromised administrator should not be able to complete a protected operation alone.

This supports the intent of the Essential Eight, the Australian government’s cybersecurity framework that many organisations use as their security baseline. In particular, it can strengthen separation of duties, restricted administrative access and regular backup practices.

It does not automatically make an organisation Essential Eight compliant. You still need appropriate retention, access controls, monitoring, documentation and tested restores.

4. More flexibility during mergers and provider changes

Cross-tenant restore is not only for ransomware. It can help when companies merge, business units separate or an organisation needs to recover workloads into a newly established tenant.

It can also reduce dependence on one set of tenant administrators. That matters when changing service providers or bringing cloud management back in-house.

How the technology works

The recovery process can be summarised in five steps:

Create or identify a separate target tenant that your organisation controls.

Prepare a target backup vault in the same Azure region as the source vault.

Protect the target vault with Resource Guard and independent recovery approvals.

Create a secure mapping between the source and target vaults using carefully assigned Azure roles.

Browse eligible recovery points from the target tenant and restore the selected workload into an alternate location.

Only vaulted recovery points are eligible. A vaulted recovery point is a backup copy retained inside Azure Backup’s protected vault storage. Short-lived, snapshot-only copies are not currently supported for cross-tenant restore.

Support includes common Recovery Services vault workloads such as Azure virtual machines, Azure Files and selected SQL and SAP database workloads. Newer Backup vault workloads are also supported in applicable regions, although the exact scope varies by service.

What it does not solve

Cross-tenant restore is an important recovery tool, but it is not a complete cyber recovery plan. As a preview feature, it should be assessed carefully before becoming your only recovery method for a critical system.

It currently supports recovery to an alternate location rather than replacing the original resource. Source and target vaults must also be in the same Azure region, and some encrypted, confidential or archived recovery points have additional limitations.

The feature does not automatically recreate every network, identity, application connection or business process. Your team must still prepare clean user accounts, networking, security policies, DNS records and application dependencies in the target tenant.

This is why recovery planning must cover more than the backup job. Our guide to building stronger Azure resilience explains why tested recovery plans and accountable access controls matter just as much as stored data.

A practical recovery scenario

Consider a 200-person professional services firm running client applications, file services and several business databases in Azure. A compromised administrator account is used to change security settings, and the incident response team cannot confirm that the tenant is safe.

Without a separate recovery path, the company must either restore into the questionable environment or spend valuable time manually copying and rebuilding systems elsewhere. Both choices extend downtime while staff, clients and revenue-generating work remain affected.

With cross-tenant restore prepared in advance, the recovery team can map protected backups to a clean target tenant, select a known-good recovery point and begin restoring priority workloads. The business still needs testing and validation, but it is no longer relying entirely on the environment under investigation.

What technology leaders should do now

Identify priority workloads. Decide which systems must be available first for the business to operate.

Confirm backup eligibility. Check that those workloads create vaulted recovery points supported by cross-tenant restore.

Design the target tenant. Prepare separate administrator identities, subscriptions, networking and security controls.

Separate recovery authority. Do not give the same everyday administrators unrestricted control over production and emergency recovery.

Document application dependencies. A restored server is not useful if it cannot reach its database, identity service or required network.

Run a controlled test. Measure how long recovery takes and confirm that users can complete a real business process afterwards.

Record the evidence. Keep approvals, test results and lessons learned for executives, auditors, insurers and Essential Eight assessments.

A backup is only valuable when the business can recover

Cross-tenant restore gives Azure customers a valuable new option when the problem is bigger than one failed server. It can provide a cleaner security boundary, reduce reliance on compromised administrators and avoid the cost of keeping a full duplicate environment running at all times.

CloudPro Inc is a Melbourne-based Microsoft Partner and Wiz Security Integrator with more than 20 years of enterprise IT experience.
