The less visible problem is where the private encryption key is stored, who can access it, and how many copies have accumulated across gateways, deployment systems, backup locations and administrator laptops.

What keyless TLS means in plain English

TLS, or Transport Layer Security, creates the encrypted connection between a visitor and your website. It relies on a public certificate and a closely guarded private key that proves the website is genuine.

Keyless TLS does not remove that private key. It changes where the key lives and how it is used.

With Azure Application Gateway keyless TLS, the public part of the certificate is available to the gateway, but the private key remains inside Azure Key Vault Managed HSM. Managed HSM is a dedicated hardware-based service designed to protect an organisation’s most sensitive encryption keys.

When someone connects to the website, Application Gateway asks Managed HSM to complete the required digital signature. The result is returned, but the private key itself is never exported or copied to the gateway.

Website visitor
|
| Encrypted HTTPS connection
v
Azure Application Gateway ----> Managed HSM signs the TLS handshake
| Private key remains inside protected hardware
|
| Optional re-encryption
v
Web application or API

This is an important step beyond conventional certificate storage. Our practical guide to Application Gateway keyless TLS covers the basic architecture and delivery considerations. Here, we will focus on what the stronger security boundary means for technology leaders.

Why private key exposure deserves executive attention

A stolen password can usually be reset. A stolen website private key can allow an attacker to impersonate a trusted service, establish convincing fraudulent endpoints or undermine confidence in sensitive online transactions.

The challenge is that private keys are often packaged into certificate files for installation. Copies may pass through deployment pipelines, ticketing systems, shared folders or third-party support teams. Each copy creates another opportunity for theft or accidental disclosure.

Traditional Azure Key Vault integration is already better than manually distributing certificate files. However, conventional Application Gateway certificate handling still involves the gateway retrieving certificate material for local TLS processing.

Keyless TLS raises the bar because the private key remains non-exportable inside Managed HSM. Even if another component is compromised, there is no downloadable private key sitting there for an attacker to take.

Four business outcomes that matter

1. A smaller impact when another system is breached

Security leaders increasingly assume that an account, server or management tool will eventually be compromised. The goal is to prevent one incident from unlocking everything else.

Keeping the private key inside Managed HSM reduces the number of places where critical key material exists. This limits the potential impact of a compromised gateway administrator, deployment platform or application server.

The business outcome is lower exposure to website impersonation, emergency certificate replacement and the reputational damage that follows a serious security incident.

2. Clearer separation of responsibilities

Application teams should not automatically have control over security keys, and security teams should not need broad control over application delivery. Keyless TLS allows these responsibilities to be separated more cleanly.

Azure uses a managed identity, which is a secure digital identity assigned to Application Gateway, along with role-based access control. Role-based access control means the gateway receives only the specific permission required to use the key, rather than general administrator access.

This makes it easier to demonstrate who can manage the gateway, who can manage the HSM, and which system used a key. That clarity can reduce audit preparation time and make internal security reviews less painful.

3. Stronger evidence for risk and compliance reviews

Managed HSM uses dedicated, single-tenant hardware validated to FIPS 140-3 Level 3, a recognised security standard for protecting encryption keys. Diagnostic logging can also provide a record of signing activity and administrative changes.

For Australian organisations, this can support broader controls around privileged access, monitoring and protection of sensitive information. It can complement the Essential 8, the Australian Government’s cybersecurity framework that many organisations use as a security baseline.

Keyless TLS does not make a business Essential 8 compliant by itself. It does, however, provide stronger protection and better evidence around a particularly valuable security asset.

Organisations with sovereignty requirements should also consider who ultimately controls their keys. Our article on Managed HSM external keys and Australian sovereignty examines that separate but related question.

4. Security without moving TLS work back to every server

Application Gateway can still terminate the encrypted connection, apply routing rules and use its web application firewall, which inspects web requests for malicious activity. It can then create another encrypted connection to the backend application where end-to-end protection is required.

This keeps certificate processing centralised instead of forcing every web server to manage internet-facing certificates independently. It also lets backend servers focus on running the application.

Keyless TLS should still be performance-tested with realistic traffic. Each new TLS handshake requires a signing operation from Managed HSM, so capacity, connection patterns and failure behaviour need to be understood before production rollout.

A scenario technology leaders will recognise

Consider a 200-person financial services business with a customer portal, a partner API and an internal administration site. Over several years, different suppliers have created certificate files for test environments, production releases and disaster recovery.

The CIO cannot confidently answer how many private key copies exist. Replacing a certificate requires coordination between an outsourced developer, the internal IT manager and the managed service provider.

Moving the highest-risk portal to keyless TLS would not solve every security issue. It would, however, establish one protected source for the private key, remove exportable copies from the gateway and create clearer records of when the key was used.

For partner APIs, keyless TLS can also work alongside mutual TLS, where both systems prove their identity before communicating. Our mutual TLS playbook for B2B APIs explains that additional control.

Keyless TLS is not automatically the right choice

Managed HSM introduces extra cost and operational responsibility. Permissions, monitoring, certificate generation, recovery arrangements and support procedures must all be designed properly.

A standard Key Vault certificate may remain appropriate for a low-risk marketing website. Keyless TLS is more compelling for customer portals, payment services, sensitive APIs, administration systems and applications subject to strict regulatory or contractual controls.

The decision should be based on the value of the service, the consequences of private key theft and the evidence your organisation needs to provide. Buying stronger technology without building the operating procedures around it simply creates a more expensive weak point.

A practical adoption plan

Inventory your certificates. Identify where private keys are stored, who can export them and which websites would cause the most damage if impersonated.

Select one high-value pilot. Avoid migrating every application at once. Start with a service that has clear ownership and realistic test traffic.

Design narrow access. Give Application Gateway permission to use only the required key. Separate gateway administration from HSM administration.

Plan the certificate lifecycle. Document how certificates will be requested, renewed, tested and replaced without exporting the private key.

Enable monitoring. Send gateway and Managed HSM diagnostic records to your central security monitoring platform and alert on unexpected permission or key activity.

Test failure scenarios. Confirm what happens when access is denied, a certificate expires, Managed HSM is unavailable or a deployment must be rolled back.

Raise the bar where the risk justifies it

Keyless TLS changes private key protection from a certificate-handling task into a controlled security service. The key stays inside protected hardware, access can be tightly limited, and key use can be monitored without sacrificing the benefits of Azure Application Gateway.

CloudProInc brings more than 20 years of enterprise IT experience to these decisions. As a Melbourne-based Microsoft Partner and Wiz Security Integrator, we help organisations assess Azure architecture, identity, cloud exposure and operational readiness rather than recommending complex technology for its own sake.

If you are not sure where your website private keys are stored, who can export them or whether keyless TLS is worth the additional investment, we are happy to review the current setup with you — no strings attached.

Keyless TLS keeps website private keys inside Managed HSM while Azure Application Gateway handles secure traffic.
