An employee describes what they want, connects company information and shares the result. The bill may only appear later, when more people use the agent or it starts accessing business data.

What is Copilot Agent Builder?

Copilot Agent Builder is a tool inside Microsoft Copilot that lets employees create focused AI assistants using plain English. These assistants are called agents.

An agent combines instructions, approved knowledge and optional tools. For example, an HR agent might answer leave questions using policies stored in SharePoint, while a sales agent might summarise account information and suggest the next action.

The agent does not simply search for matching words. Microsoft Copilot uses an AI model to understand the request, identify relevant information and generate an answer. It also checks the user’s existing Microsoft 365 permissions, so an employee should not receive access to a document they could not normally open.

That sounds straightforward, but the instructions, knowledge sources, permissions and tools behind the interface determine both the value and the cost. We explore that design layer further in The Hidden Intelligence Behind Copilot Agents That Get Work Done.

The short answer is that your organisation pays

There is rarely a separate invoice addressed to the employee who created the agent. Costs are normally covered through user licences, prepaid Copilot Credits or usage charges connected to the organisation’s Microsoft and Azure billing arrangements.

In practice, there are three common payment models.

1. The agent may have no additional usage charge

A simple agent based only on instructions or public website information can be available without additional consumption charges. This can suit basic agents that explain public services, product information or published procedures.

However, an agent becomes much more useful when it can work with internal information. That is also where licensing decisions become important.

2. Usage may be included with a Microsoft 365 Copilot licence

For an employee with a qualifying Microsoft 365 Copilot licence, internal use of agents is generally included when the agent operates under that authenticated employee’s identity. This can make per-user licensing predictable for people who use Copilot and agents regularly.

The important point is that inclusion follows the user and the scenario. It does not automatically mean every agent interaction across the company is covered because a few people have Copilot licences.

3. The business may pay for actual usage

Employees using Copilot Chat without the paid Copilot add-on can still use certain agents. When those agents access shared company information, such as SharePoint sites or connected business data, usage can be charged through Copilot Credits.

Copilot Credits are Microsoft’s unit for measuring agent activity. Different tasks can consume different numbers of credits, so ten simple answers may cost less than ten requests involving business data, AI processing and automated actions.

The organisation can cover this through prepaid capacity or pay-as-you-go billing linked to an Azure subscription. This offers flexibility, but the monthly cost can rise as adoption grows.

Seven licensing questions every IT manager should ask

1. Who will create agents?

Agent Builder makes creation accessible to ordinary employees. That is useful, but unrestricted creation can leave IT supporting dozens of duplicated, poorly documented or abandoned agents.

Decide whether everyone can build agents or whether creation will begin with approved teams. A small group of trained owners usually produces better results during the first rollout.

2. Who will use each agent?

An agent built for five licensed users has a very different cost profile from one shared with 400 employees using metered access.

Estimate the audience before deployment. Include occasional users, contractors and future teams rather than calculating costs from the pilot group alone.

3. Do those users already have Microsoft 365 Copilot licences?

Do not assume that everyone with Microsoft 365 has the paid Copilot add-on. Copilot Chat may be available within an existing subscription, but access to internal data can still trigger usage-based charges.

Compare the cost of licensing frequent users with paying for their consumption. Per-user licensing may suit daily users, while pay-as-you-go can make sense for occasional access.

4. What information will the agent access?

Instructions and public website content are at the low-cost end. SharePoint, Microsoft 365 connectors and shared company knowledge can introduce metered consumption for users who do not have qualifying Copilot licences.

External databases, custom applications and third-party services may also bring separate hosting, API, connector or software licensing costs. The Copilot charge may be only one part of the total.

5. Does it answer questions or complete work?

A question-and-answer agent is usually simpler to forecast. An agent that updates records, processes documents, launches workflows or performs several steps can consume more resources.

If you need advanced actions, external channels or company-wide automation, Agent Builder may no longer be the right platform. Our comparison of Agent 365, Copilot Studio and Microsoft Foundry explains where these platforms fit.

6. Which budget will pay the bill?

Usage charges often land against a central Azure subscription, even when a business unit created the demand. Without internal ownership, IT receives the bill but cannot easily explain which department generated it.

Assign an owner, cost centre and monthly allowance to every production agent. Microsoft billing policies can be applied to selected users or groups, with budgets and spending notifications configured by administrators.

7. How will we monitor value as well as consumption?

A cheap agent that nobody trusts is still wasted money. A more expensive agent may be worthwhile if it saves hundreds of staff hours or reduces costly errors.

Track usage, credit consumption, answer quality, time saved and avoided support requests. Copilot Studio provides consumption reporting, but IT still needs business measures to decide whether the agent is delivering a return.

A common 200-person scenario

Consider a professional services company with 25 Microsoft 365 Copilot users and 175 employees using Copilot Chat. HR creates an agent that answers policy questions from SharePoint.

During the pilot, only the licensed HR team uses it, so the cost appears predictable. The agent is then shared company-wide, and the other 175 employees begin asking questions against internal SharePoint content.

Those interactions may now create metered consumption. If nobody established a budget, usage owner or reporting process, a successful launch can produce a surprising bill.

The answer is not to stop the rollout. It is to model the likely traffic, compare usage billing with additional licences and measure the support time saved. If the agent eliminates repetitive HR tickets, the business case may still be strong.

Put financial controls in place before launch

Before approving an Agent Builder rollout, create a simple register containing the agent owner, intended users, knowledge sources, licensing model, monthly budget and review date.

Start with a controlled pilot and monitor real usage for four to eight weeks. Then decide whether pay-as-you-go remains suitable, prepaid capacity is more predictable or frequent users should receive full Copilot licences.

Licensing is only one part of responsible agent adoption. Security, data access, ownership and supplier claims also matter, as covered in What Every CIO Should Ask Before Buying AI Agents for Business.

The goal is predictable value, not simply a lower licence price

Copilot Agent Builder can deliver useful AI assistants quickly, but a free-looking creation screen does not guarantee free operation. The real cost depends on who uses the agent, what information it accesses and what work it performs.

CloudProInc combines more than 20 years of enterprise IT experience with practical Microsoft cloud, AI and security expertise.
