Many organisations assume that selecting multiple availability zones automatically gives them an evenly protected workload. That is not always what happens.

Zone balance controls how Azure distributes the virtual machines inside a Virtual Machine Scale Set. A scale set is a managed group of virtual servers that can add or remove capacity as demand changes. When those servers are spread evenly across separate availability zones, the failure of one zone is less likely to remove a disproportionate share of your application capacity.

Why using multiple zones may not be enough

An Azure availability zone is a physically separate location within an Azure region, with independent power, cooling and networking. If a workload runs across three zones, it can continue operating when one zone has a serious problem—provided enough healthy capacity remains elsewhere.

The catch is that a scale set can become unevenly distributed. Capacity shortages, failed deployments and previous scaling activity might leave one virtual machine in Zone 1, two in Zone 2 and three in Zone 3.

Everything can appear healthy during normal operation. However, if Zone 3 becomes unavailable, the business suddenly loses half of its application servers. A balanced two-two-two distribution would lose only one-third.

That difference can determine whether customers notice a short slowdown or face a complete service interruption.

How zone balance works

Azure considers a scale set balanced when each selected zone has the same number of virtual machines, allowing a difference of one instance. This allows a seven-server scale set, for example, to use a three-two-two distribution.

There are two main balancing behaviours to understand.

Best-effort zone balancing

Best-effort balancing is the default. Azure attempts to keep the zones balanced, but it can place additional servers in the available zones when one zone has insufficient capacity or is temporarily unavailable.

This prioritises getting the requested computing capacity online. The trade-off is that the scale set may become uneven, increasing the potential impact of a later zone failure.

Strict zone balancing

Strict balancing tells Azure not to scale out unless it can maintain an even distribution. This provides stronger placement discipline, but a scaling request may fail if the required zone has no capacity.

Neither option is universally better. A customer-facing application experiencing a traffic spike may prioritise capacity and use best-effort balancing. A workload with strict quorum or placement requirements may prefer strict balancing, accepting the risk that new capacity might not be available immediately.

A simplified Azure Resource Manager configuration for strict balancing looks like this:

{
"zones": [
"1",
"2",
"3"
],
"properties": {
"zoneBalance": true
}
}

The important point for decision-makers is not the code itself. It is the business decision behind the setting: should Azure preserve equal distribution at all times, or should it prioritise adding capacity when one zone cannot accept another server?

Automatic zone balance reduces configuration drift

Even when a scale set starts balanced, it may drift over time. Automatic zone balance can monitor the distribution and correct an imbalance in the background.

Azure does this using a create-before-delete process. It creates a replacement virtual machine in the zone with too few instances, waits for that machine to become healthy, and then removes an instance from the zone with too many.

This approach reduces disruption because Azure does not remove existing capacity before the replacement is ready. Only one machine is rebalanced at a time.

Application health monitoring must be configured so Azure can confirm that the replacement server is genuinely ready. This may use a load balancer health probe, which is a simple test that checks whether the application is responding, or Azure’s Application Health extension.

There is also a small cost and capacity consideration. Create-before-delete temporarily adds one extra virtual machine, so the subscription needs sufficient quota, network addresses and autoscale headroom. The additional compute cost is usually brief, but it should still be included in the design.

A practical business scenario

Consider a 200-person organisation running its customer portal on six scale-set instances across three Azure availability zones. Over several months, scaling events leave the servers distributed one-two-three.

The portal remains available, monitoring stays green and the Azure invoice looks normal. There is no obvious warning that one zone now holds half of the application tier.

If that zone fails during a busy period, the remaining three servers must suddenly handle the entire workload. Response times rise, transactions time out and employees begin managing customer complaints.

Zone balancing restores a two-two-two distribution. The organisation is not buying a second platform or building an expensive disaster recovery environment. It is getting more resilience from infrastructure it already pays for.

This is why we describe zone balance as a quiet resilience win. It may not create a dramatic dashboard or immediate saving, but it reduces the likelihood that a localised infrastructure problem becomes a business-wide outage.

Zone balance is not a complete resilience strategy

Balanced virtual machines will not help if every instance depends on a single database, storage account or network component that cannot survive the same failure.

The load balancer must be suitable for a zone-resilient design. The application must be able to run with one zone unavailable. Data services also need an appropriate availability configuration.

For workloads using Azure SQL Managed Instance, our guide to designing zone-resilient Azure SQL Managed Instance workloads covers the database side of this equation.

Zone balance also does not protect against an entire Azure region becoming unavailable. Business-critical services may still require cross-region recovery, tested backups and clear recovery targets.

What technology leaders should ask their team

You do not need to review every template personally. However, these questions can reveal whether your Azure workloads have hidden concentration risk:

Do our production scale sets span at least two availability zones?

How are their virtual machines distributed across those zones today?

Are we using best-effort or strict zone balancing, and why?

Could automatic zone balance safely correct future drift?

Is application health monitoring accurate enough to guide replacement decisions?

Do autoscale limits and Azure quotas allow one temporary extra server?

Can the database, storage and network layers survive the loss of a zone?

Have we tested the application with an entire zone’s capacity removed?

Resilience should also be reviewed alongside cost. An oversized scale set may be balanced but unnecessarily expensive, while an aggressively reduced scale set may not have enough spare capacity during an outage. Our guides to reducing Azure infrastructure costs without hurting performance and safe Azure right sizing explain how to manage that balance.

A small setting with a meaningful outcome

Zone balance will not replace disaster recovery, backups or a properly designed application. What it can do is prevent your scale set from quietly concentrating too much capacity in one physical location.

For many Australian organisations, that means a lower risk of customer disruption without paying for a second environment. It also gives CIOs and CTOs a clearer answer when asked whether cloud resilience is configured or merely assumed.

CloudProInc is a Melbourne-based Microsoft Partner with more than 20 years of enterprise IT experience. We help organisations review Azure architecture, resilience, security and cost without turning the exercise into a large consulting project.

If you are not sure whether your Azure scale sets are genuinely zone-resilient, we are happy to take a practical look at the current configuration—no strings attached.

An Azure scale set can span several availability zones and still carry hidden concentration risk.
