Employees can build an AI agent in days, but security reviews, access decisions and unclear ownership can delay deployment for months. If the process feels too hard, people may bypass IT and create unsanctioned agents using personal accounts, unapproved tools or sensitive company data.

The answer is not to remove oversight. It is to make oversight proportionate, predictable and fast. A low-risk agent that summarises public documents should not face the same process as an agent that can approve refunds, update payroll records or email customers.

What technology sits behind an AI agent?

An AI agent is software that uses an AI model, such as OpenAI or Anthropic Claude, to understand a goal, decide what steps to take and use approved tools to complete a task. Unlike a basic chatbot, an agent may search company files, update a business system, create documents or trigger a workflow.

The AI model is only one part of the technology. Around it sits an agent harness, which is the software layer containing its instructions, connected tools, company data, security rules, memory and activity logs. Australian Signals Directorate guidance highlights that many important risks come from this surrounding layer, not just the AI model itself.

Think of the model as the agent’s brain and the harness as its workplace. Even a capable brain becomes dangerous if it receives unrestricted access, vague instructions and no supervision.

This is why onboarding matters. An agent needs a defined job, a responsible owner, its own identity, limited access and a clear process for checking what it does.

Why traditional IT approval processes fail

Most technology approval processes were designed for large applications purchased from established vendors. They assume a project will take months, involve a formal budget and have a dedicated implementation team.

AI agents are different. A finance analyst might build a working prototype in an afternoon. A customer service manager may connect an agent to a knowledge base without realising that it can see confidential employee documents stored in the same system.

If every agent enters a six-week review queue, experimentation stops or moves underground. The business loses speed, while IT loses visibility.

A better model is a controlled fast lane. Teams should know what information they must provide, which controls apply and how quickly they can expect a decision.

Build an onboarding fast lane with five controls

1. Give every agent a simple business passport

Before discussing models or platforms, ask the sponsor to describe the agent in plain English. What job will it perform? Who benefits? What information will it access? What actions can it take? What happens if it makes a mistake?

This can fit on one page. It should also name a business sponsor who remains accountable for the outcome and a technical owner responsible for configuration and support.

Microsoft Entra Agent ID now supports separate owners and sponsors for AI agents. Entra is Microsoft’s identity service, and Agent ID gives each agent a distinct digital identity rather than forcing it to share an employee account. Microsoft defines sponsors as the business people accountable for purpose, lifecycle decisions and access reviews.

This separation matters because IT can manage the technology, but it should not decide whether an agent’s business behaviour is acceptable.

2. Sort agents into practical risk levels

Not every agent needs a committee. Create three risk levels based on the sensitivity of its data, the actions it can perform and the impact of an error.

Low risk: Uses public or approved internal information and only creates drafts for a person to review.

Medium risk: Accesses confidential company information or updates low-impact internal systems.

High risk: Handles personal, financial or regulated data, communicates externally, makes decisions about people or can approve transactions.

Low-risk agents might receive approval within two business days using a standard template. High-risk agents should require privacy, security and business review, along with stronger testing and human approval steps.

This approach protects innovation because teams can experiment quickly where the potential damage is limited.

3. Give the agent only the access it needs

An agent should never inherit broad access simply because its creator has it. A sales manager may need access to every customer account, but an agent preparing meeting notes may only need the records associated with today’s appointments.

Give each production agent its own identity and the minimum permissions needed to complete its task. Set an expiry date for temporary access and review permissions when the agent’s role changes.

Microsoft Entra can control identity and access, while Microsoft Defender and Wiz can help detect risky activity and cloud configuration problems. Wiz provides a consolidated view of cloud risk, making it easier to spot when an agent, application or connected service can reach more data than intended.

This also supports the Essential Eight, the Australian government’s cybersecurity framework that helps organisations reduce common cyber risks. The Essential Eight remains an important security baseline, but agent-specific identity, monitoring and accountability controls need to sit around it.

4. Test in a controlled environment

Innovation does not require immediate access to live customer data. Give teams a safe testing environment with sample information, restricted connections and clear spending limits.

Testing should include normal tasks, incorrect instructions and deliberately difficult requests. Check whether the agent reveals information it should not, follows instructions hidden inside documents or performs an action without the expected approval.

Measure business performance as well. If an agent produces a useful result only six times out of ten, it may create more rework than it removes.

For more on the operational gate between experimentation and business use, see how to move AI agents from prototype to production without chaos.

5. Approve gradually rather than permanently

The first approval does not need to be unlimited. Start with a small user group, limited data and actions that require human confirmation.

For example, let an accounts agent prepare supplier payment details but prevent it from releasing the payment. Once its accuracy and controls have been proven, IT and the business sponsor can consider wider access.

Set the initial approval to expire after 30, 60 or 90 days. The sponsor must then confirm that the agent is still useful, correctly owned and appropriately authorised. Microsoft has introduced lifecycle policies that can require periodic reconfirmation, monitor inactivity and notify accountable owners when attention is needed.

This connects onboarding to the wider AI agent lifecycle from onboarding to offboarding. Access should not remain active forever just because nobody remembered to remove it.

What this looks like in a 200-person business

Consider a 200-person professional services firm where the operations team wants an agent to prepare weekly project status reports. Twelve project managers currently spend about two hours each week collecting updates and formatting reports.

At a loaded labour cost of $70 per hour, that task represents roughly $87,000 of employee time each year. Automating even half of it would create a meaningful productivity gain.

Under a traditional process, the project could sit in an approval queue while IT investigates every possible risk. Under a tiered onboarding process, IT could approve a controlled pilot that reads from selected project folders, creates drafts and requires a manager to approve each report.

The business gets value sooner. IT maintains visibility. Sensitive client information remains protected because the agent cannot search every file in Microsoft 365, which is Microsoft’s business email, collaboration and document platform.

A practical 30-day starting plan

Create a register of existing and proposed AI agents.

Define low, medium and high-risk categories.

Publish a one-page agent passport and approval checklist.

Assign a business sponsor and technical owner to every agent.

Create a secure testing environment with spending and access limits.

Set approval targets, such as two days for low-risk agents.

Schedule access and value reviews before each approval expires.

Do not try to design the perfect framework before allowing another experiment. Start with sensible controls, review what causes delays and improve the process as your organisation learns.

You should also avoid common shortcuts such as shared accounts, unrestricted connectors and production access during early testing. Our guide to the biggest AI agent deployment mistakes explains why these decisions become expensive later.

Good governance should make innovation easier

IT-led onboarding should not be a gate designed to say no. It should be a repeatable service that helps teams turn useful ideas into safe, supportable business tools.

CloudProInc brings more than 20 years of enterprise IT experience to this challenge.
